It is precisely such a kingdom, consisting of completely evolved beings in God's image after his likeness, that constitutes the primary consciousness of God. The perfect or finished beings here form the organs or instruments of God's primary consciousness for the government of the planets and planes of existence of unfinished beings where God, as on Earth, creates human beings in his image after his likeness. This superterrestrial or cosmic government promotes the redemption of the world. It acts as a basis for God's transformation of all unfinished living beings from animals to human beings. And it is through the beings of this government that God hears the prayers of living beings, and it is through these beings that he answers. Becoming such a being in God's primary consciousness is the perfecting of the imperfect human being and its liberation from darkness. It is the ultimate result of the Godhead's creation of the human being in his image after his likeness.
