24.13  The arrows of the governments in the upper third of the symbol point more or less in the direction of humane ideals. The states in question have therefore laws, police and a judicial system for the protection of their inhabitants against evil actions carried out by other beings. They develop more and more humane measures for the benefit and delight of their inhabitants. But very much is still lacking before the states are free of their animal principles, their armed forces and their thirst for power. The fact that the symbol is divided into three parts does not mean that each part is literally or numerically a third. It symbolises, on the contrary, that a third is the closest estimate of the object in question. The placing of the various states is merely symbolic too and does not indicate their physical position. States that are humane and spiritually minded can of course occur in the lower two thirds of the symbol, just as materialistic or inhumane states can be found in the upper third too. Physically these different states are, so to speak, intermingled, independent of their higher or lower evolutionary standard.
