Since the democratic form of government is promoted by the common wish of the majority, it can be hindered only by a "superpower" from the outside
1513. Since all the members of society are given the right to be consulted in the administration of the state, they thereby gain access to influencing it with their wishes or desires, their praise or criticism. Every individual in "democracy" has thus a certain degree of transforming influence on the government, which is based solely on the common wish of the majority of the individuals in the society. In the same way every law, every detail in the structure of the administration of the state is ratified and becomes authorised through the common wish of the majority. But since the government as well as its power and authority is decided by the common wish of the majority, everything that can arise and constitute this wish will thus be carried out in society, unless dictatorially directly or indirectly forbidden by another, larger state or third-party "superpower", as it is called, by virtue of its superior power.
